There's a difference between a sentence an AI system can quote and a brand an AI system can recognise. Quotability is about a single sentence. Recognition is about pattern : whether an AI system, having seen your brand mentioned or cited a few times across the web, starts to associate a consistent identity with it. That's a different kind of consistency than tone. It's closer to how a person learns to recognise a friend's voice on the phone before the words even resolve into meaning. Recognition is built from repetition of the same claims, not just the same tone Brand voice guidelines usually govern how something is said vocabulary, sentence rhythm, formality. That's necessary but insufficient here. What builds recognition is saying the same specific things the same specific way, repeatedly, across every surface: the same description of what the brand does, the same handful of positioning claims, the same way of naming a speciality or a point of difference...
